I think the latter may be more similar to your game. However, if you have no experience programming, it could be tricky to do it just right. Barring that, it's also possible to create an unprogrammed version of your game. This will not enforce rules or display legal moves, but it will let people play in an over-the-board kind of way, as you would with a physical set.

People are using Game Courier to play games I've never heard of and do not know how to play.
