Jose Carillo does identify the piece with both the Pasha and the Mastodon, and in code he is developing for this game, the Minister has not been programmed as a divergent piece. What is misleading in his description is that he calls it a minor piece. The Minister, Pasha, Mastodon or whatever you call it is a major piece, though a short-range one.
