Not so logical as it only do the double step as pawn and not also as
berolina pawn.

Yes, but Shogi has a whole bunch of generals. The promotion in rank is necessary to avoid falling from sight :)

In Shogi variants a piece identiacl to this, except without the initial double move, is called the Iron General. A bit of a discrepancy in rank!
