Only a crooked Shareholder should be allowed to promote to a regulator, lol, although an innocent Shareholder can promote to a Regulator by making a capture. Otherwise, this game is an excellent spoof of corporate America.

I love to see a game with a solid theme where all of the mechanics follow from the theme. It doen't hurt that it's funny, either!
