How about a subvariant as follows? The Pawn swap involves moving opponent Pawn. So whenever a player uses the Pawn swap in lieu of regular move, the other player immediately has two choices. One, make a regular move, Or two, move opponent's (the swapper's) any unit by legal move. Then follows the swapper's next turn. And perhaps it needs no double swapping consecutive turns.
