All beginner's books warn you against developing your Queen too early and having her lose tempi being chased around the board by enemy developing moves.

Nimzovich has a chapter of the "Dangers of the Pawnless Advance".

Philidor espoused the strategy of advancing with a mass of Pawns supported by pieces behind them.

Aren't these all just specific instances of the general principle "develop the weaker pieces first"?
